Air in the fuel system is the usual reason an engine refuses to fire after a filter change. Prime the new filter with clean diesel where the design allows it, open the bleed screw and work the hand primer until fuel comes out without bubbles. Only then turn the key. That spares the starter motor long cranking and saves the battery.
A valve cover gasket needs a clean, dry face. Tighten the cover bolts in a cross pattern and with a light hand. Overtightening bends the cover, and the new gasket ends up leaking just like the old one.
